Most of what you need for a learner's licence is identical everywhere in India — the Motor Vehicles Act sets the baseline nationally. This page is the short version: what to have ready before you go, and which parts genuinely differ once you get there.
The Universal Checklist
Bring originals and one set of self-attested copies of:
- Age proof — Aadhaar card, birth certificate, school leaving certificate, or passport
- Address proof — Aadhaar card, a utility bill from the last 3 months, or passport
- 3–4 recent passport-size photographs
- Completed Form 1 (from the RTO counter or the Sarathi Parivahan portal)
- Application fee — typically ₹200–₹500, varies by state and vehicle class

What Varies by State
A handful of things do differ once you're at your local RTO:
- How you book a test slot — some states run this entirely online, others still queue at the counter
- Which regional languages the test is offered in, alongside English
- Minor fee differences between states and vehicle classes
- Occasionally, an additional local ID or domicile document for certain vehicle categories
